1) Never washed a BM, but I think you might need more than 250+ int if you want to reach 14k hp. (You get 16-20 per ap reset, so do the math :P)...
It really depends on your HP goal. Having base int is enough in my opinion, but My HP goal is only 9-10k. Int gear helps quite a bit either way.
